From personal experience I can say that my Seamasters will glow for at least 8 hours. I have spent many days out in the sun at the theme parks, come home and put the watch on the winder, and still found it glowing in the morning (though obviously much duller).

The cheaper watches probably have a much lighter coating of luminova, so there is less pigment available to absorb light.
