Sorry about the late reply. In the US, most states don't tax INTERNET sales unless both seller and buyer reside in that state.

Some of the greedier states, like Connecticut, attempt to levy a sales tax on jewelry bought out of state, in a face to face transaction - even though you paid the sales tax in the state you bought it in! Of course, most people just don't tell them about it, and otherwise they will not know about the transaction unless it is something you have to register or license; but our government's hands do try to reach pretty deep into our pockets if we don't slap them down occasionally.

I've never bought anything internationally on the internet, and the only stuff I've brought back from abroad were toys and souveniers worth a few dollars from Mexico (I never was asked to pay duties on them), so I can't say for certain. But I suspect that only the Feds' import duties will apply.
