Very simple reason: The name "Costco", and "general merchandise" retailer status is NOT what Omega wants in its retailers. Half of the art of selling luxury goods is the "marketing" side. To maintain public perception as a "luxury" item, Omega (or any other luxury goods maker) needs to maintain the belief in the public that there is a "reason" to pay a premium for their products.

Having Costco as an authorized dealer would further erode the "brand image" that Omega has been working very hard to develop over the past several years.
