Ideally, yes. However, I have read NUMEROUS posts from SMP quartz owners saying that their second hands don't hit the exact location of the second marker on the dial. In fact, my own father's quartz SMP doesn't hit "dead on".
I have no idea why this seems to be so common among Omega quartz SMP's. Personally, I think that if a $20 Timex quartz watch can hit the mark perfectly, then why can't a $1595 Omega? No one has ever fully answered that question to my satisfaction.
