In all honesty, this is such a simple repair that I don't think you'll have a problem. If your AD does not have an Omega trained watchmaker on staff, he may tell you that you have to send it back to Omega for the official "warranty repair". For such a quick and easy repair job I doubt that Omega would charge you for it, especially since you are sending them a watch that is still under warranty.
To answer your other question, I have seen other posts about people complaining about various aspects of the diver's extension clasp. In some cases it wasn't tight enough to secure the clasp when closed and needed warranty repair. So, yes, it's possible to get a brand new Omega with a weak spot at the diver's extension.
