Nope, not normal. Send it back. It could be something with the main spring that needs to be reset. But if you just bought it new, then I'd tell them that you want a replacement (just so you have one that has never been opened before). If you bought it used, again, it just sounds like the main spring has slipped and you can get it fixed easily (and likely for free).
