As it says, it's an Omega de Ville with a quartz movement. One like it can be seen in the 1977 German catalogue that Steve has on his website; go to

There's a price list at the end of that catalogue.

The de Villes of that era were less expensive than the top of the range Constellations, but were excellent watches and just right for that evening dress outing to a dinner or theatre - or both. They might be less happy if worn when you were getting down to the gardening the following morning ...

As for the name, it began as a Seamaster de Ville, notifying a slightly less robust looking watch than the proper "waterproof" Seamaster, but later became a name in its own right, not connected to the Seamaster.
