My take on the +6 and -4 issue

I suspect that COSC specs are written this way for two reasons:
1) Most people would rather have a slightly fast watch than slightly slow watch. It is very easy to re-synch a fast watch because all you need to do is stop it for a few seconds. A slow watch requires stopping, resetting of minute hand, restarting.
2) A fast error allows a watch to have a longer period of being nearly dead-on because as it ages, no matter what, it will slow down (unless magnetized).
