I have no idea how you pay import tax in Japan. In Germany ( where I live ) I have had to pay in 3 different ways.
1, The postman asks for the money, when he delivers the package. I sign a leaflet, pay the money & get my package & receipt.
2, I get a letter from the Customs office that a package is waiting for me. I have to go there, prove who I am & what I paid ( ie an eBay auction number, PayPal receipt, credit card receipt etc etc )
3, In very rare cases, is the package delivered & about 2 weeks later I get an invoice for the Tax.
I have NEVER had to pay these taxes in advance & I always have the watch either as I pay or before I pay. It could be similar in Japan, but it could also be very different.
