It's normal for the luminosity to fade the longer the watch is out of the sun or interior light source. 10-30 minutes seems exceptionally fast, however. The dial should remian luminous for far longer than that (6-8 hours after a good charge under a bright light surce), so if all you are seeing is some "fading" after 10-30 minutes, I wouldn't worry about it. If the luminosity is completely gone after 10-30 minutes then I'd be concerned.
The Aqua Terras have much less luminova than the Seamaster Pro's, so it's also harder to see the luminous glow unless you are in very dark conditions.
