Hello, Gabe, nice watch and nice to have it to remember your father by.
I can't think that it is anything but a genuine Omega. There were a lot of dials like that in the early 1980s: I have looked at Steve's website and found several similar ones in his 1981 UK catalogue. For instance, have a look at

The number 1420 is almost certainly the number of the movement. It was one of the "flatline" i.e. slim quartz movements, first produced in 1982. I have a quartz Omega from that time and it is extremely accurate.
As to monetary value, I can't really help. It will not be anything exceptional because collectors don't go much for quartz watches and it looks as if the gold is either plated or at least limited compared with the rest of the stainless steel of the case.
However, the real value to you is the fact that the watch belonged to your father and you will no doubt treasure it! Perhaps it will eventually go on to the next generation!
