Keep in mind that Omega charges its dealers 55% of MSRP for their watches, so if a dealer in the US gives you 30% off, he's only made 15% "profit". Part of that 15% has to cover operating costs, store rent, employee salaries, etc. So, if you can get a watch in the US at a high discount and not pay any sales tax by buying out-of-state, I can't imagine you'd do better in Singapore (unless you're buying stolen merchandise!!!).
