Hi Ken,
When you say the broken pin is between the band and the base of the watch, do you mean it is near the clasp or near where the bracelet connects to the watch case itself. In either event, pins, clasps, and springbars are all easily (and cheaply) replaceable, so I can't fathom why you would need a new bracelet. A picture is worth 1000 words, so it would help in making sure I'm not missing something.
There are two options for you. One is to have another Omega service center look at your watch and see if they can fix it. Your other option is to let an independent local watchmaker look at it. Since your watch is no longer under warranty, you can use any watchmaker of your choice to work on your watch. Just make sure he has a good reputation in working on high-end Swiss watches.
Omega USA can give you a list of all of the authorized service centers in the US if you call them at 1-800-766-6342. The California service center in Los Angeles seems to have a solid reputation on this forum. It is Walter Gooden, who you can find at the link below:
