Also be sure to send it in Print/hard copy... As one of my bosses used to say, anything in print has 10-1000 times the impact as anything spoken or in electronic form. It also provides a paper trail. In addition, I'd make it clear that you are sending copies to the other parties concerned. Lastly, I'd consider sending it via Registered or Certified mail, a method that requires a signature. All of these little things reinforces the impression that you are serious, an informed consumer and this is a situation that needs to be taken seriously and soberly.
Make it have as much impact as possible. It may be very important.
