My guess would be no. Omega wants the Planet Ocean to be a more "upscale" diver's watch that can compete with the Rolex Submariner and Sea Dweller. I suspect that, to Omega, offering a cheaper quartz version would lower the Planet Ocean's "perceived prestige".
