First off, $250 seems a little high for a dial refinish on an uncomplicated dial like that one. Second, typically a dial refinish will decrease the value to a collector, but your piece is not what I would consider a desirable collector piece such as a vintage Seamaster or a Speedmaster or Ploprof. It is however a vintage watch and it really depends on whether you like the vintage look or would rather a "new" look.

Tough call. I personally would leave it as is, just have them clean it. If you want to refinish it later you can send it yourself to one of the dial refinish houses. The cost will probably be $50 to $100.
