Value of a Non-Working Omega Seamaster Ref# 166.0250

I have an opportunity to purchase a non-working Omega Seamaster 120 from a friend of mine. I haven't had the back off but as far as I can tell it's the so called "Baby ProProf" Ref # 166.0250. It carries the Cal. 1010 movement (etched on the caseback).

As you can see it's by no means in mint condition. The case has many scratches and the hands are a bit faded although the lume still works fairly well. It doesn't come with a bracelet or strap.

If I do buy it I plan on sending it back to Omega to get the movement working again but I'm not concerned about the cosmetics. So I'm not looking for a full restoration. Just a repair and overhaul of the movement. Based on my research I'm expecting it will cost around $400-$700 to get it back and running with a bracelet. I'm planning on trying to find a used 1162 bracelet for it.

My question is how much should I offer for this and all things considered is it worth having it repaired?
