There are many Omega De Ville's from 1975, you will need to give us the case number or a picture to search with!
Yes you should be able to manually wind it but don't overwind it, normally a few shakes of the wrist is enough to start an auto movement....I would advise the wrist shaking versus winding.
It will probably require a service, once serviced you may find its accuracy will be better...
