I don't think so. I have a 6.5" wrist. With a normal length strap, I usually use the innermost or next to innermost hole. When I tried short straps, they were definitely too small even in the outermost hole.
When reading strap lengths and calculating what you need, don't forget to add the diameter of the watch into the total! A SMP adds about 1 5/8" (41mm) to the total length.
The solution to having too much strap hanging past the buckle is to get a deployant clasp for your strap. With that, the excess strap goes *under* instead of hanging outside.
