That quote is actually talking about something totally different--whether an automatic can get wound too tight like manual-wind watches can.
But your conclusion is still correct--all automatic watches CAN be manually wound. Essentially an automatic is the same as a manual wind. Both run off power stored in a wound, or tightened spring. Both allow you to tighten this spring by manually winding.
The difference is mainly that the automatic has one ADDITIONAL way of it being wound 'automatically' from the movement of you wearing it.

No idea. Possibly that person is simply one who wears their automatic most of the time, so it has never been anything they needed to know.
Certainly, manual winding is not necessary in the use of an automatic--shaking it for 30 seconds will usually get it going enough that you can set it and start wearing it.
