there is a web site that explains it all, some one might give it to you, i didn't save it. but I figured out enough on my own.
I had the same problem with the same watch and I thought the watch was broken because the red hand didn't move the same as the hour hand. The next morning it came to me that the red hand is a 24 hour hand and the bezel is in 24 hour increments.
