No. As far as I know, all the SMPs made since 1993 should have the red tip on the second hand.
So either all the color faded from yours, it missed being painted during manufacturing, you actually have the "Pre-Bond" version (the Seamaster Professional 200M, not the 300M), it is an obscure model variation we've never heard of, or it may be a counterfeit watch.
Any way you could show us a digital photo of your watch? Where did you buy it? Did you buy it new? And was it ever red in the time that you owned it?
