Holy cow--that is a most absurd solution for water testing a watch that I've ever heard of.
Sounds like the typical moronic salesperson making up a explanation to try to sound like they know what they are talking about when they actually have no f***ing clue how the process works.
Any decent watch service facility should have the equipment to do it without using water--or even needing to open the watch.
The standard test uses a device with a small chamber they put the watch in and expose it to precisely controlled high AIR pressure. If any air leaks into the watch, the device will measure at least a miniscule pressure drop in the chamber. If air can leak in, then the watch is clearly not going to be watertight at the same pressure. And this process does it with absolutely nothing to risk damage to the watch.
