I recommend extreme caution. There is a lot of deceit, inauthentic product, and other consumer risks going on among cut-rate Rolex sellers.
Since low price appears extremely important, your friend may be much better off buying a USED Rolex from a highly reputable used watch dealer than trying to buy a brand new from a cut-rate/unauthorized seller.
Ultimately, you are far better off dealing with someone you can trust--even if that means buying a used model--than buying 'new' without regard to where it came from of whether the dealer will provide you any service, support, or even respond if you have a problem or discover the watch was not perfectly genuine.
