I called Omega PA, who referred me to the SF service center at (415)433-2874, where I suspect the watch was sent. I think we can track this down with the serial number, and find out what was/wasn't done. I WILL get this straighted out.
OmegaPA said they'd be glad to service the watch, and they keep a database of the serial numbers and what's been done to them.
