Essentially correct, but here's a clarification to make sure everyone understands.
Authorized dealers cannot publicly display anything less than full retail price or any reference to any form of discount. This includes on ANY material--printed, online or in-store. Any mention of a lesser price or percentage discount must be in a private person-to-person communication.
They also cannot have a website storefront where the sale is consummated online. And of course that is even more difficult based on the previous restriction--how can you sell using an automated storefront when you cannot display the actual selling price.
But an authorized dealer CAN negotiate and accept an order by email or any other private person-to-person communication channel, such as fax or telephone.
