Truth about w/resistance tests?

Im little curious regarding waterresistance tests of watches, since many people (in live, online etc) seem to have different ideas on this issue.

Group one: They say, even on a 200-300 metres watch, only 100 metres/10 atm test is enough.
Any higher pressure test could ruin the watch.
Support: when exposing higher pressure over 10 atm, the gaskets/protection will serve and improve its ability to resist water.

Group two: They say a 200 metres watch must be tested to same pressure, and 300 metres vice versa to ensure the resistance.
Support: 100 metres pressure test is only standard for snorkeling, swimming etc, done in vacuum chambers. The diver watches are very robust and thick, so a 10 atm test will be bring difficulties measuring the leakage of air.
Extensive pressure tests are therefore needed.
Citizen diver watches (200 m) are all sent to citizen for pressure tests in water chambers.

..So, could this be concluded as diver watches tested only at 10 atm isnīt reliable?
Any other opinions?
