COSC is simply a quality assurance test.
Just because you got an A+ in math in school does NOT guarantee that you will correctly solve all comparable math problems later in life. But is shows that at one point you COULD, so unless you suffered damage or deterioration of your brain, you should be able to again.
Same with COSC testing. It proves that that movement CAN operate withing COSC specs because it did at least once. Also rememebr that COSC testign is done to the movement long before it is made into a watch! The movements are put in dummy cases with generic hands for testing. After they pass, they go to the Omega factory and are eventually made into watches. A lot can happen between COSC testing and when the movement actually makes it into a watch on your wrist.
So the COSC certification certainly is not a guarantee that the watch will ALWAYS be within spec. But it proves that the watch CAN operate at that level, so any later abberations should be correctable by adjustment.
