Not really. They are only available through Omega official sources, which aren't allowed to sell over the Internet.
But equally nice and very similar blue sharkskin straps are readily available at jewelers that sell the better brands of straps. The only significant difference is that these other brand straps won't have the Omega logo on the buckle.
I'd reccommend the Hirsch 'Shark' or 'Atlantis' lines of shark straps which are 100M water resistant! The Omega shark straps--like most straps--can NOT be worn in water.

That's odd, they normally do. Possibly you got connected to the commercial parts department. Make sure you talk to the consumer customer service group!

Do you mean the blue part of the dial UNDER the crystal? How did that get scratched? That may be a defect or internal damage that you might be able to get corrected under warranty.
But if you mean the blue on the outer rotating bezel, then that can be replaced too. However that would be damage from use and would be at your expense. Cost to replace the bezel in the USA is about $100. Probably comparable in the UK.
