What *exactly* do you mean? Your statement is extremely vague as to how MUCH it has been polished. A small amount of professional polishing is normal part of routine care for the watch. But if you mean some fool polished all the brushed finish off of it, that is quite different.

Again, that depends on how bad it is. Need a more detailed description to advise you better.

Probably not. Why give your good money to someone for a watch that they RUINED. Even if he gives you a good price, why waste you money on something that someone else screwed up?
