Omega vs. Rolex

I am considering buying an Omega Seamaster 300M Chronometer or its mid-size version, I have also been looking at the Rolex Sea Deweller -I think- (if I buy the Rolex, it will definatly be used).
A function Rolex presents on its watch is that by moving the bezel, one can tell time in two different time zones. I really like this feature. I am guessing that the purpose of the bezel on the Omega is to time something such as telling when 30 minutes is up. Am I guessing right? Also, would you recomend buying the new Omega (which I am leaning toward) or buying the used Rolex? Thank you.
