If you are talking about one of the current style of bracelets, it likely means that one or more of the small (and I mean REALLY small) locking collars that go between the links are missing.

These are tiny cylindrical pieces, only about 1x2mm, that slide into two critical points inside the links. They have an internal ridge which matches an indentation in one part of the pin. When the link is assembled correctly, these two pieces form a friction lock that holds the bracelet together VERY securely.

Often, amateurs sizing an Omega bracelet completely miss the existence of these small pieces. So they often don't even notice when they fall out on the floor. But these small pieces are critical to the bracelet staying together properly.
