I think the problem you'll have is finding the correct solvent for the paint, I'd avoid abrasives, as a slip with thise will permanently ruin the dial.
As for getting a replacement dial you could try

Or alternatively you could try Shane Ede ( also in Canada ) here's a link to Shanes website Even if Shane doesn't have a spare, he maybe able to redial it or at least suggest someone who can.
