Best Way For Restoring A Bumper Omega?

I am looking to get an old bumper Omega restored. I got it from my mom (it was her dad's) a few years back and have worn it dirty. But, I want to get it fixed up to keep it going for as long as possible. (For info on the watch, see http://forums.timezone.com/index.php?t=msg&goto=3092440&rid=62338#msg_3092440). I don't care about how it will go in resale, I have absolutely no intention on selling it. But, I do want to get it looking as good as it can.

I am a poor student, so cost is a factor in what I can do with my repair. I want to get the job done well so I will pay what is necessary, but I don't want to pay more than I have to if there are cheaper options out there. Any thoughts?

One last thing- when you get it repaired, do they replace the band? Mine has a junky replacement band that was put on it. I assume that I will have to pay for a new one, but just thought I would ask.
