First of all, congratulations on the great gift. Now, if its a Chronograph, the second hand(long hand) will not move unless the chronograph button is pressed. What you would usually consider the second hand is actually the chronograph hand on this type of watch. On a chronograph, the seconds are tracked on one of the subdials.

To start the chronograph hand moving, you simply press the top button on the right side of the watch. You also press this button to stop the chronograph. The bottom button is to reset the chronograph. So, the action would be to hit the top right button to start, hit the top right button to stop, then hit the bottom right to reset. Be careful that you not press the bottom right button while the chronograph hand is moving. It may damage the mechanism.

A couple of other things. Your watch is an automatic and will "charge" with the motion of your wrist. Your watch can also be wound manually. Just unscrew the crown until it "pops" out. By turning it clockwise(north), you will wind the watch. Before you wear it, I suggest you wind it about 40 or so turns. Also, the watch has about a 40 hour power reserve which means that if its fully wound and you place it down for 40 hours or so, it will completely stop and you should manually wind it to get it going again.

Couple other items: Dont set the date between 8pm and 2am (watch time). It may damage the date mechanism. Also, the HE valve is useless unless you are doing saturation diving, so keep it closed.
