You are correct in this assumption.

Nope, and I am hard pressed to think of a mechanical chrono that uses the chrono hand as the second hand. The only way to get that look is to run the chrono continuously.

Ruin, no, but probably put unnecessary wear and decrease the service interval. Its built as a chrono for the watch to function as such, so some say let it run.
Heck, run it during the day and stop it in the evening to give it a break.
