Small wrists (and other questions)

I've been a fan of Omega watches (and an occasional reader of this web discussion) for some time, but am finally seriously in the market for one (I had thought to buy a pair when I got married a few years back, but in the end couldn't fit it into the budget). I apologize in advance for the multi-part question:

1) The Problem of Small Wrists: I'd prefer a Speedmaster or Seamaster, which (it seems to me) could be worn with a suit, but also perhaps with more casual clothes. Unfortunately, the smaller diamter and thickness of the Constellation seems better suited to my small wrists. I thought I had read in this forum that some Omega models have different sizes (I think I read the smaller sizes are more popular in Asia, where wrists may tend to more my size). If so, which models are available in different sizes (and is there an AD in the metro DC area where I could see for myself)?

2) As a government employee and the father of 3 young children, I am eager to get the best deal on a new Omega that I can, but would like to stick to ADs only. Would anyone be willing to share the dealer in DC who gives the full 30% discount (and no sales tax for out of state residents)? Anyone know of ADs willing to give a law enforcement discount?
