With vintage Connies I wouldn't recommend it go anywhere near an Omega service outlet because of the service regime. I would be inclined to get a second opinion from someone like Chris Heal at chealwatch - a google search will throw up the website.
Re the dial, a refinished dial will almost certainly affect the value of your piece - by anything up to 30%. If the dial has even patina or isnt damaged in any way I would leave as is.
