I don't know if this applies to watches, but ...

With pens, gold fill (or rolled gold) means that a layer of gold is soldered to a base metal, such as brass. I'm not sure how they attach gold to stainless steel (I don't think soldering will work). Gold plating refers to a thinner coating of gold, usually applied using electroplating. An even thinner coating is called gold wash.
