The IIII is common to virtually ALL watches and clocks. There are many stories about why this is that way -- the most likely is that it more visually balances with the VIII on the left side of the dial than IV would have.

On the 3 and 9, often, certain numbers are left off when they visually would not fit well on the watch. With the raised bars at 3 and 9 on the current Constellations, the numbers would have to have been crammed between them -- and probably would not look as nice.
