I understand that shipping/insurace rates and availability will vary, sometimes greatly from country to country.
It is not that difficult to craft some boilerplate text... Here is some sample verbage:
Item is available internationally [except to Indonesia and other "problematic" regions of the globe]. Shipping costs will be borne by the buyer, insurance availability and costs will vary [greatly] depending upon shipping service choosen and destination country.
That seems pretty straight forward and reasonable. The availability is stated, shipping costs and insurance "realities" are noted in the listing.
If liberties had not been taken with listings here, we wouldn't have to take these sorts of measures in an effort to prevent their reoccurrance.
It should go without saying but here it is: Sellers you are making the environment you operate in.
The last thing that anyone wants are the types of restrictions which TimeZone.com puts on listings in their Sales Corners [1, 2]... It is in the seller's best interests to be as upfront about their listings as possible.
It is also a very good idea to include photos whenever possible so people don't have to cast about for what the heck is the difference between a 11630 and a 11063V. Sure, you know the difference, Jeff does, I can probably pick out the distinctions, but how many others can? Not including a photograph of the item one is listing is an indication of how much effort the seller is putting into the deal. It just is.

A picture is worth 1,000 words. This shouldn't be news. Being respectful of potential customer's time is appreciated by them regardless of if it's spoken or not...
In a perfect world a trading forum with as few Guidelines/Rules as possible is preferred, however anarchy is not a desirable end, so we have Guidelines and Rules. We will only have as many Guidelines and Rules as is necessary to have the type of Trading forum we desire.
Sellers, your lot in this too! Do the right thing, be an exlemplary seller and everyone else will have to improve their act to compete. Sellers, the fewer reasons for creating additional Guidelines/Rules to be added to the existing list the fewer restrictions will exist.
It's only common sense.
