They do ascend, and can somewhat be estimated per year, but it's not exact. Most watches in 1969 seem to fall in the 10xxxx-14xxxx range; the serial on your Bund would suggest sometime in the 1980s.

Those papers that show a 3xxxxx serial for 1969 are either falsified or the result of shoddy authentication...
