I love a good mystery. I had a bit of a look and the best (most viable) option seems to be the Aero-Graphic Corporation based out of Louisville and other parts/airfields in Kentucky. They were specialists in aerial photography and listed through the 1930s to 1950s at least-

This seems also to tally with Ron's answer being a number of pieces specifically produced by Heuer for the company.
