No...
If that were the case the "Hour Register" would like up squarely over the 2 hour mark, not be just before it like in the photo.

Here's the rule of thumb, if the hour register matches the hour hand on the watch, it's nearly certain that the watch has a movement which fakes emulating a 12-Hour Chronograph. The small chance that the chronograph was stopped exactly on the precise point necessary to display the chronograph hands accurately are so small that the odds are way in one's favor of betting it's a fake.
Not to argue, but I'd take that bet everytime...
