Most likely because Heuer was in the midst of being bought out by TAG in 1985 when the 125 Jubilee model was being manufactured. If you do the math: 1860 + 125 =1985. Heuer had never offered a c.1873/4 chronograph for sale before, and it'd be nearly another 15 years before TAG-Heuer offered the Carrera 1964 Re-Edition in it's classics line.
I'd wager that Heuer/TAG-Heuer had more important irons in the fire at that point and neither entity was thinking ahead 15 years when there would be collectors like us obsessing over such minutiae.
At least, that's my theory, and I'm sticking with it [at least until a better theory comes along!]!!!
