I don't think there can be any doubt of it being a parts watch. You've nailed the time mismatch between the dial (which is definitively 1969), the movement, the bezel and the hands (which are actually
two executions later than they should be for a Chronomatic dial).
As for the price, that is without a doubt being paid for the Chronomatic dial. There are watches out there that are more fitting of that dial, but you would still have a Chronomatic that has been put together with a slightly later watch. Each to their own on that, but I'd prefer a watch that was more original.
