Upon closer inspection - - - I agree with Chuck, that you probably need a better description or better photographs. The ebay photo shows some fairly heavy marks, either on the crystal (no big deal) or on the dial (a very big deal) . . . you need to determine where the problem lies. It is rare that asking questions of the seller is a bad idea. If the dealer is evasive or unresponsive, that is important to know too.
also, there are no minute / second or 1/5 second marks visible on the photo . . . the inner bezel appears to be missing?? perhaps this is just a poor-quality photograph, but you would probably want to find out more before bidding this kind of money. A little patina on a Vintage watch should not be unexpected. In fact many people like a little patina to give a watch that "Raiders of the Lost Ark" look.
I also noticed that the luminious on the hour hand is completely missing... Perhaps that would explain some of the discoloration along the dial...
. . . and then there is the question of the movement. if the dial has lived this rough life, the movement has probably not fared much better. It's never a bad idea to scrutinize movement photo's or ask for them if the seller doesn't provide them initially.
