Tough one this. My first reaction was that it is a fraken Heuer, but that kind of language should be backed up with fact.
The more I look at it & consider it, the more I swear I've seen one of these before, but I can't remember when.

You are right about the date, around late 70s/early 80s. Around this time there were quite a few 'unseen' Heuers, i've seen some strange incarnations of the Heuer Ref. 12, that look original. Your example certainly looks like the other French made Heuers of the period. My gut reaction is that the dial/hands are most probably genuine. The case is unusual, but that doesn't mean it's not correct too. I would hazard a guess that could well be a genuine Heuer for a limited market, maybe a promotional watch.

You say it's a 12-110.. are you sure, the numbers look more like 121.110 then a letter, this would make more sense. Have you had the sticker off.. what are the numbers/stamping on the caseback?
