Many of these early Heuer divers had this bezel with no inner ring.
I have had four different divers with this type of bezel. A 844 Monnin, 980.005 Automatic Orange dial, 980.007 Quartz Orange dial, and finally a early 980.006.
It's clear that there's two types of bezel used on the first generation Heuer divers.
