I've never seen the black scale on anything but the Congo 7753. Looks like it could be a replacement on that 2447, given the lume is totally lost, but that would be an odd choice given how rare the donor watch is. It would be way easier to find a white replacement 1/5s scale than use one from the military watch. Need a higher-res photo in better focus to really say - I can't see any texture in the registers and some of the numerals look a touch heavy - might have been some refinishing on the dial, but can't be definite from that photo.
